Roundtable outputs for protecting children in the digital environment

Prague, 5. 12. 2025 The Drug Policy Department of the Government Office of the Czech Republic organised a roundtable discussion with experts, state administration representatives, school representatives and non-profit sector representatives, focusing on the protection of children and adolescents in the digital environment. The key theme was the regulation of mobile phone use in schools, which was identified as an important issue requiring a balanced and rational approach.
There was agreement that the use of mobile phones in primary schools should be regulated, with an emphasis on trust in teachers, the participation of children in creating rules, and the promotion of healthy relationships with technology. Measures should be designed to limit children's phone use at school but allow it if the teacher decides. Any regulation must be flexible and allow for exceptions, for example for children with disabilities or foreign students, and be consistent with framework education programmes that promote digital literacy. Supporting teachers through methodological materials, training, and the sharing of good practice is also essential. Without systemic support and clear methodological guidance, there is a risk that the measures will remain merely formal and will not be implemented effectively.
