Five harmonised key indicators

Epidemiological indicators represent important fragments of information about drug situation in a defined population and/or area. Professionals and their institutions involved in collecting of appropriate data sometimes have a tendency to overestimate their “own” data and underestimate data of other institutions or data collected according to different methods. In the case of long-term duration of such unscientific approach, it necessarily makes the situation less clear and practically impossible to evaluate. In the course of 1990’s, European drug epidemiology defined “five harmonized indicators”. They represent a minimum set of data that allow for qualified assessment of the level and severity of drug use at the international, national, regional or local levels.

The system of five key indicators was developed by the Department of Situation Analysis (formerly, Department of Monitoring and Epidemiology) of the European Monitoring Centre for Drugs and Drug Addiction . Dr. Richard Hartnoll was the head of this department. This integrated system follows from works and surveys carried out by the Pompidou Group of the Council of Europe. The system of five key indicators allows the assessment of drug situation in various localities and populations; at the same time, it has significantly improved comparability of data that were often collected in dramatically different conditions.
The five key indicators are:
  • prevalence and patterns of drug use among the general population (population surveys)
  • prevalence and patterns of problem drug use (statistical estimates of prevalence/incidence supplemented by surveys among drug users)
  • demand for drug treatment (statistics from drug treatment centers on clients entering treatment)
  • drug-related infectious diseases (prevalence and incidence rates of HIV, hepatitis B and C in injecting drug users)
  • drug-related deaths and mortality of drug users (general population mortality registers and special registers statistics, and cohort studies among drug users of mortality and causes of death)
